| Bette Mirgliotta, President has
been with Forest City Erectors, Inc. since 1960 and has experience in all
phases of general construction and the sales of steel and precast concrete
erection. Mrs. Mirgliotta also has an extensive background in sales,
administration and management of specialty construction and property
management business operation. |

| James Mirgliotta,
Executive Vice President
served his apprenticeship with
Ironworkers Local 17 starting in 1951 working for American Bridge Company on
such projects as steel mills, power houses, bridges and general steel
erection projects. Five years following he was a foreman, general foreman
and superintendent for various companies in the Cleveland area both in the
steel erection and general contractor field. In 1960, the opportunity arose
to purchase Forest City Erectors, Inc. Mr. Mirgliotta’s expertise has
brought sales from $ 75,000.00 annually to the present sales figure of $
9,000,000.00. |

| Denise M. Beers, Vice President
(Safety & Personnel Issues)
has been employed full time since
1987. During this time she has worked in all phases of administration and
safety. She has successfully completed the United States Department of
Labor OSHA 500 Course. |

| Mark Phipps,
P.E., Vice President of General Operations
holds a Masters Degree in
structural engineering and is a licensed professional engineer in the State
of Ohio working both as a Project Manager and Estimator. Mr. Phipps has
been involved with numerous industrial and commercial projects during his
years in the construction field. Since his employment with FCE in 1990, Mr.
Phipps has overseen the erection, jumping and dismantling of many Tower
Cranes and Hoists in Ohio and Michigan, and has served as the Project
Manager for steel and precast work on the Cuyahoga County Jail II Facility,
the Gateway Arena, and Continental Airlines 2000 Expansion and Renovation
all located in Cleveland, Ohio. |

| Lloyd M. Johnson,
Project Manager
(Estimating & Sales) has over 30 years experience in the industrial
construction field. He served with the Operating Engineers Local 18 for over 26
years. As President of his own company for 18 years he has done various steel
erection, precast and rebar jobs for most of the General Contractors of the Greater
Cleveland area. He has been with Forest City Erectors, Inc. since 1995. |

has been a member of the Forest City Erectors, Inc. staff since 2004. He
has been involved in the structural and miscellaneous steel industry for
over 30 years both in the fabrication and erection side of the business. |

Anthony Aerni, Project Manager (Estimating & Sales)
has been
a member of the Forest City Erectors, Inc. staff since 2007.
He has a Degree in Civil Engineering ans is a Professional Engineer. He has
over 14 years of work experience in all aspects of bridge construction. |

Richard Weber, Blast Furnace Group’s General
Manager
has over 25 years experience in Construction Management for Commercial and
Industrial clients. Experience has included Automotive, Petro Chemical,
Power Generation and Steel Industries. Extensive work history in the Primary
end of Steel making facilities, largely in Blast Furnace Relines and Stove
R-builds. Work history has included activities in document control,
Sub-Contractor Coordinator, Material Manager, Superintendent and Project
Manager. Recent projects completed as Project Manager are Mittal Steel
USA-Cleveland 51 Stove 2006 Rebuild, C-5 Casthouse 2005, WCI Steel #3 Stove
Rebuild 2005, ISG-Weirton #1 and #4 Blast Furnace Repairs 2004, WPSC #1
Blast Furnace Repairs 2003, C-5 2007 Campaign Extension, and C-5 2008
Emergency Hearth Repairs.
Current Responsibilities: Estimating, scheduling,
procurement, cost control, project document control and execution for
projects involving primary steelmaking construction and repairs. |

Project Administrator / Cost
Control / Scheduling has over 25 years
experience in Construction and Construction Management for Commercial and
Industrial clients. Experience has mainly been related to the Steel Industry
in the Primary end of Steel making facilities; largely in Blast Furnace
Relines and Stove Re-builds. Work history has included activities as office
manager, document control, sub-contractor coordinator, purchasing agent,
material manager, scheduler, time keeping, payroll and cost control.

Sam Dotson, Project
Consultant has over
40 years experience in Blast
Furnace Construction and Construction Management. Experience includes major
relines at almost every steel making facility located in the USA and Canada.
Mr. Dotson has been the Project Manager on all of the Major Relines, Top
Changes and Stove Rebuilds at the Mittal Steel USA Cleveland facility in the
past 30 years. Current Responsibilities:
Interpret project bid documents and prepare project schedules, proper
practices and methods for the construction phases and overall planning for
each project. Prepare project estimates including man power, equipment, and
sub-contractor requirements. |

Day Shift Safety Coordinator has over
30 years of Industrial and
Commercial Construction experience as General
Carpenter Foreman, Superintendent, Project Manager and Field Safety
Coordinator. Experience includes Project Safety Manager, Bethlehem Steel,
Cold Mill Complex, Sparrows Point, WPSC #1 Blast Furnace Repair 2003, ISG-Weirton
#1 & #4 Blast Furnace Relines 2004, WCI Steel #3 Stove Rebuild 2005, C-6

Current Responsibilities: Field Safety Coordinator
for Forest City Blast Furnace Group, responsible for the field
implementation of the company's safety and health program. Assist project
managers and estimators with pre-job hazard analysis, develop and conduct
safety training programs, and conduct scheduled formal safety audits. |

40 years in Blast Furnace
Construction Construction working primarily as a Project Superintendent and
Iron Worker General Foreman. Recent projects completed 2003 WPSC #1 Blast
Furnace Interim Repairs, 2004 ISG-Weirton #1 & #4 Blast Furnace Relines,
Mittal Steel USA Cleveland 51 Stove 2006 Rebuild, C-5 2006 Casthouse
Rebuild, C-5 2007 Campaign Extension, and C-5 2008 Emergency Hearth Repairs.
Current Responsibilities: Assist in bid
documentation interpretation and preparing schedules, proper practices and
methods of the construction phases, Ironworker and Boilermaker crafts, of
each individual project as well as the day to day activities of the General
Superintendent. |

Day Shift Bricklayer
Superintendent has over 30
years in the Bricklayer Trade at numerous refractory
repair installations primarily in the Steel Industry. Trained in major Blast
Furnace relines and Stove re-builds. Recently completed projects include
Inspector for Mittal Steel USA - Burns Harbor "D" Furnace Stove Rebuild, WCI
Steel #3 Stove Rebuild, Mittal Steel USA - Cleveland 51 Stove 2006 Rebuild,
C-5 2007 Campaign Extension, and C-5 2008 Emergency Hearth Repairs.
Current Responsibilities: Primary functions as
Bricklayer General Foreman, Superintendent, or Inspector on various projects
throughout the USA and Overseas. |

Tom Scirra,
Day Shift Boilermaker Erector has over 30 years of Boilermaker experience working as a Boilermaker General
Foreman with extensive Industrial Piping knowledge for the Steel, Power
Generation and Oil industries. Majority of Steel Industry experience
revolves around the Primary end of Steel Making including C-5 2000
and C-6 1999 Blast Furnace Relines, WCI
Steel #3 Stove Rebuild, Mittal Steel USA - Cleveland 51 Stove 2006 Rebuild,
WCI - 2006 BOF Mact Duct Work and Structural Steel Installation Project, C-5
2007 Campaign Extension, and C-5 2008 Emergency Hearth Repairs.
